Tanger Med Port Project - Economic Challenges

With about 200 vessels passing through its waters every day, the strait is one of the world’s busiest commercial shipping routes: an estimated 25 per cent of the world’s containerised cargo passes along the north Moroccan coast.

The Port of Tanger Med, which celebrated its one year anniversary in July, has already surpassed Britain's Felixstowe with container volumes reaching 3.5 million TEUs. Within seven years, though, the port is expected to handle 8.5 million TEUs annually, not far from Europe's biggest port--Rotterdam.

The port is well positioned considering that one-third of the world's containerized traffic passes through the Mediterranean already. In addition, the port has plans for tax-free zones and incentives to attract manufacturing facilities to the area.


Tangier marks the meeting point of two continents, sitting at the western end of the narrow Strait of Gibraltar, which divides Africa from Europe.

In 2008, ports around the Mediterranean handled 24 million 20-foot equivalent units (TEUs), but most of it passed through the docks of France, Spain and Italy. Morocco now wants to carve out a larger share of regional trans-shipment trade for itself.

The London-based think tank ,Oxford Business Group (OBG), highlighted on Tuesday the importance of the ambitious Tanger Med II Port expansion project which aspires to position the kingdom at the centre of Mediterranean and international trade.

AaAa Major infrastructure projects are scrambling for finances across North Africa as a result of the global slowdown, but Morocco is forging ahead with its ambitious plans for Tanger Med.

The result is Tanger Med, a megaproject first mooted in 1999, which the government would like to turn into one of the world’s largest ports.

It is being developed as a multipurpose port. A bulk grain terminal will open in 2010, along with a car terminal able to handle up to 1 million vehicles a year. Horizon Terminals, which is owned by the Dubai government, is also developing an oil terminal, with storage for more than 500,000 cubic metres.

Container focus
But container traffic lies at the heart of the strategy for the port. Two container terminals have opened. TC1, which started operations in the summer of 2007, is managed by APM Terminals Tangier, a consortium of Netherlands-based APM Terminals and the Moroccan Akwa Group.

TC2 opened in October 2008. It is managed by Eurogate Tanger, a consortium of terminal operators Eurogate of Germany and Contship Italia, with two shipping groups, Switzerland’s Mediterranean Shipping Company and CMA-CGM of France.

Last year, Tanger Med’s two container terminals handled 1 million TEUs in total, with 850,000 TEUs passing through TC1.

Although the volume of containers passing through TC1 had been expected to rise to as much as 1.5 million TEUs this year, APM Terminals says it now expects no growth this year because of the global economic downturn.

The slump in trade has had a similar impact on TC2. Mediterranean Shipping Company is not planning to transfer its services to the terminal until 2010, which means the terminal is likely to end this year having handled barely 600,000 TEUs in total – less than half of its 1.3 million-TEU capacity.

With infrastructure in place to handle more than 3 million TEUs a year, Tanger Med will have capacity to spare for some time.

This has put plans for the next phase of the port complex, known as Tanger Med II, in jeopardy. The expansion plan includes two new terminals, TC3 and TC4, and was expected to deliver an additional 5 million TEUs by 2011.

TC3 would have delivered additional capacity of 3 million TEUs on its own, and was designed to be a dedicated terminal for Maersk Line, a sister company of APM Terminals. But the consortium of APM Terminals, Maersk and Akwa Group that won the management concession for TC3 in July 2008 has decided not to go ahead.

“We are not involved with Tanger Med II,” says Hans-Ole Madsen, vice-president of business development for Africa, the Middle East and India at APM Terminals. “We have decided not to participate. That is not to say that if we saw a new opportunity the door would remain closed. We might revisit the project if and when an opportunity arises.”

There are also questions over the fourth terminal, which would have added further capacity of about 2 million TEUs.

In July 2008, the Tanger Mediterranean Special Agency, which is in charge of the Tanger Med project on behalf of the Moroccan government, awarded the development and management concession to a consortium of Singapore’s PSA International, state port operator Marsa Maroc and SNI, a local investment company. But since then, Marsa Maroc has taken over PSA’s role as the concession holder and operator.

Rabat is still hopeful PSA will reconsider its position when international trade recovers but, either way, TC4’s launch will now be delayed from 2012 to 2014 at the earliest.

Much of Tanger Med’s initial appeal lay in its lower labour costs. But over the course of developing the port, its anticipated costs have soared from $1.7bn to nearly $2.3bn.

In the current market conditions, it is more difficult to secure finance for port development. But Morocco has to press ahead with Tanger Med II to achieve the critical mass the port needs to become truly competitive.

As well as political stability, Morocco boasts a business-friendly legal system, attractive incentives for FDI, advanced infrastructure and a competent, highly qualified workforce. The country is also the beneficiary of many bilateral and multilateral agreements, including free trade agreements with Arab and West African nations as well as with the EU, the US, Turkey and, through the Agadir Agreement, with Jordan, Egypt and Tunisia.

It is little wonder that more than 2,500 foreign companies have chosen to locate their businesses in Morocco, one of the reasons for the country's impressive GDP growth which in 2009, despite a severe global economic downturn, is forecast to post an increase of 5.7%.

As the IMF reported: "With a more diversified economy, stronger public finances, and a sound financial sector, Morocco is well poised to continue its progress despite the current difficult global economic and financial climate. The outlook is encouraging, with growth projected to remain strong and the external position sound. Risks to the outlook are generally tilted to the downside."

There is little doubt that complementing the hard-won achievements of the government's progressive economic policies is the pivotal geographic location that Morocco enjoys--standing at the crossroads between East and West, Europe and Africa and the Atlantic Ocean and the Mediterranean. This location has allowed the country to absorb many diverse international influences and to develop a culture of tolerance that has held it in good stead in its relations with an increasingly interconnected and globalised world.

Speaking at the first annual Morocco Investment Conference, held in London in late 2009, Taib Fassi-Fihri, Morocco's Minister of Foreign Affairs and Cooperation, one of four senior ministers to speak at the event, detailed various key political, economic and social reforms, implemented by Rabat with the objective of leveraging Morocco's many advantages and attracting ever-greater levels of international investment--a strategy that has already met with considerable success.

The new Tanger Med port

Spain's two south coast ports of Málaga and Algeciras Bay face new competition. The former reported a 28.3% drop in traffic in the first five months of this year, while the latter saw a decline of 2.04%.

Both are transhipment hubs, whose longer term viability has been put into doubt through the opening of Tanger-Med, where rock bottom labour rates are proving highly tempting to shipping lines.

In contrast, the two main Spanish import-export hubs of Valencia and Barcelona continue to report growth. While the latter reported a modest 3.26% increase in the year to the end of May, the former boosted traffic by 8.23% to 1.34m teu.

Astonishingly, this is just 50,000 teu fewer than Algeciras handled. APM Terminals shows absolutely no signs of pulling out of the concession it operates at Algeciras./p>

Having noted in which direction the wind was blowing some years ago, Algeciras adopted a strategy of diversifying traffic and it is now looking at further diversification through the arrival of Hanjin as terminal operator in 2010. Up to now, APM was solely dedicated to handling Maersk traffic, but now it appears to be looking at attracting other third-party business.

Morocco and Renault-Nissan Tangiers manufacturing complex

21st January 2008

The Renault-Nissan Alliance will start work on the manufacturing complex next month, following the signing of agreements with the Kingdom of Morocco on 18th January. The new complex, which will include an assembly plant, will be located on a 300-hectare site inside the Tangiers Mediterranean Special Economic Zone and will use the TangerMed port platform.

Once completed, the site will have an operating capacity of 400,000 vehicles per year (200,000 vehicles per year from 2010), providing the Renault-Nissan Alliance with one of the largest manufacturing complexes in the Mediterranean. Representing a global capacity investment of more than €600 million, the complex will create 6,000 direct jobs and 30,000 indirect jobs.

The site will extend Renault's manufacturing system for the production of competitive vehicles derived from the B0 Platform (Logan platform) and Nissan's system for the production of new-generation light commercial vehicles. On December 1, 2007, Edouard Armalet was appointed General Manager of the Renault Tanger Méditerranée project.

Tangiers Mediterranean port of Morocco

Horizon Tangiers Terminals (HTTSA), a part of the Horizon Group, is starting construction of a strategic bulk oil storage facility at the new Tangiers Mediterranean port of Morocco. Today, HTL announced it has awarded the EPC construction contract to the construction division of Bateman Litwin, a leading provider of innovative turnkey solutions for the global oil and gas sector.

The 90-Million-Euro terminal, to be built in two phases, will ensure a steady supply of bunker products to vessels calling at the Tangier Med port and will provide an important route for diesel and petrol for the Moroccan market. Phase 1, costing approximately 70 Million Euros, will consist of 370,000 cubic metres of storage and is expected to be completed by mid-2009.

“To meet projected demand, we are also looking at an immediate expansion to reach 500,000 cubic metres of storage at an additional investment of about 20 Million Euros”, said Saeed Khoory, ENOC Group Chief Executive.

Horizon Tangiers Terminal, a consortium of Horizon Terminals Limited, an ENOC subsidiary, Kuwait-based Independent Petroleum Group (IPG) and Morocco’s Afriquia SMDC, were awarded the concession to build and operate the bulk fuels terminal by the Tangier Mediterranean Special Agency (TMSA) in 2006.“

With its strategic location at the entrance to the Mediterranean and excellent connections to Europe, Tangier Med port is set to emerge as a major bunkering hub and refuelling port in the global ship movement. HTTL will help position Tangier Med as the logistics hub for Europe and will provide cheaper fuel to North Morocco”, said Yusr Sultan, CEO of the Horizon Group, while announcing the awarding of the contract in Morocco.

He further added that the terminal will provide extensive employment and career opportunities to Moroccans.

“Relations between Morocco and the Gulf region have been growing significantly in recent years. Dubai-based Emaar has made significant investments in Morocco’s real estate sector, and Dubai World, another of Dubai’s monumental institutions, has been advising TMSA on its proposed free zones”, Sultan added, expressing HTTL’s appreciation of the ongoing investment and development drive in Morocco.

Tanger Med Port Morocco Infrastructure

Five shore cranes stand ready over the Strait of Gibraltar as a tug tows a huge block of cement out to sea to take its place in the construction of a new port. To the north, distant passenger boats and the jutting shoreline of southern Spain appear through the haze.

The scene is calm for now but it is here in the northern tip of Morocco that the African state is investing much of its hopes to boost industry, create more than 100,000 jobs and diversify an economy overly dependent on the ups and downs of rain-fed agriculture.

After years of discussion, the country is finally putting in place the infrastructure to take advantage of its proximity to Europe with a port complex 40km east of Tangier, including associated logistics and industrial zones. The plan, known as the Tangier Med project, was launched in 2002 but is now gathering momentum. The first of the new port’s terminals opened last July and a second is scheduled to begin operating this summer, giving it a capacity of 3.5m 20ft container equivalents (teu) per year.

The concept is to use the port’s location – just 14km from Spain at the shortest distance between Africa and Europe – to attract shipping traffic that flows between east and west, passing through the Strait of Gibraltar. By leveraging off the port, the hope is to turn the region into a transit and logistics hub; a zone designed to attract international manufacturers to build and export, where goods moving between Asia, Europe and the US can be packed or assembled.
It is one of the largest and most ambitious projects launched in the country with the ultimate goal of bringing development to Morocco’s northern region. This is an area of high unemployment that has been neglected since colonial days. Rather than industry, it has garnered a reputation for smuggling, the drugs trade and the trafficking of illegal immigrants.

Tangier contributes just 10 per cent of Morocco’s gross domestic product, in spite of its location on the doorstep of Europe, while Casablanca, on the Atlantic, contributes 35 per cent and handles about 90 per cent of the country’s shipping container traffic.

“Once you have the platform plugged into the territory, the territory has connectivity ... with the world,” says Said Elhadi, chairman of the Tangier Mediterranean Special Agency (TMSA), the government body overseeing the project.

TMSA can already claim one high-profile success. In September, Renault and Nissan announced a €600m (£449m, $880m) project to build a factory in Tangier Med’s industrial zone with the capacity to produce 200,000 cars a year from 2010, and eventually up to 400,000 a year.

The significance of the deal goes beyond the construction of a factory – it has put down a marker with which TMSA hopes to lure new business and build up the automotive industry, a priority sector for the authorities.

“We hear people talking about Morocco who didn’t in the past,” Mr Elhadi says. “It’s a flag that says, ‘Hey, here in Morocco we can do industry’.”

To back its plans, the government is investing about €2bn in the port, the zones and associated highways and railways, Mr Elhadi says.

A further €1.4bn – with about half from the government and the remainder from operators – will be spent on increasing the port’s capacity with an additional 5m teu. That project, Tangier Med II, was announced in April and TMSA is in negotiations with Maersk, CMA/CGM, and MSC – which are already involved in Tangier Med I – to operate a terminal dedicated to shipping lines.

It is hoped construction of Tangier Med II will begin at the end of this year, opening in 2012 and reaching full capacity in 2015. With an overall capacity of 8.5m teu, it would be the largest port in the Mediterranean, according to officials.

Yet much still needs to be done. Tangier, like other parts of the country, suffers from housing shortages and infrastructure problems, particularly with transport. Ensuring workers will be willing and able to migrate to the area will be crucial.

“At this moment Tan Med is below potential to attract as much trade as it would like and ensuring that its services are cost-effective and competitive,” said Jose Lopez Calix, lead economist for Morocco at the World Bank.

“The city of Tangier has many pressing challenges ahead, particularly in the areas of housing capacity and urban transportation. And labour scarcity, at all levels, is also an important issue to solve.”

Government officials acknowledge there are critical issues to be addressed but argue that roads and railways are being built to support the project, with a new urban centre planned near the investment zone and 200,000 housing units in Tangier.

Tangier Port Morocco Economic Social project

TANGER MED PORT OPEN TO MARITIME TRAFFIC

The economic boom currently enjoyed by Tangier, the city bidding to host the 2012 International Exhibition, will be confirmed and sustained by the inauguration of the Tanger Med Port, which in its final form will be the largest port in the Mediterranean and in Africa. The port will be opened by His Majesty King Mohammed VI on July 27 2007.
The annual capacity of Tanger-Med I is 3.5 million TEU (twenty
foot equivalent units), corresponding to 8.5 million containers.
The new port will make Tangier one of the major shipping
hubs of the Mediterranean.

Renault-Nissan, have expressed interest in establishing themselves in the vast industrial free zones adjoining the port complex, which will place the site at the spearhead of Northern Morocco’s economic development.
APM Terminals, a subsidiary of the Danish group Maersk, has
been awarded the 30 year concession for the first terminal.
At the inauguration ceremony, Mr. McKinney Moller, the
Maersk group’s major shareholder, emphasized the port’s
location at the meeting point for routes to four continents, and
declared that it would play a key role in the economic growth
of Morocco, which is making every effort to enhance its role in
the world economy.

The BIE General Assembly which was held in Paris on 19 June 2007 provided an opportunity to set out the details of the overall
organizational plan for Expo Tanger 2012. Emphasis was placed on the fact that all these plans meet the requirements laid down
by the BIE.

Tangier’s presentation made use of numerous
audiovisual supports. A three-dimensional
presentation of the site chosen for the
Exhibition attracted special attention. It
allowed all those present to appreciate the
appealing features of this site, which the BIE
enquiry mission described as ‘an attractive
site ideally located five kilometers from the
city centre, on the Bay of Tangier, with
access to the sea front’.
The Moroccan delegation also showed a film presenting the theme of Expo Tanger 2012. A further film demonstrating Morocco’s
ability to organize large-scale international events was also included in the presentation.
Mr. Dahman Derham, Mayor of Tangier, recalled that Tangier, a crossroads city, has a natural vocation for bringing all the world
together in the spirit of openness and exchange which characterizes international exhibitions. He also emphasized the
mobilization of the people of Tangier in support of their city’s candidature.
Mr. Adil Douiri, the Moroccan minister of tourism, took the floor to reaffirm the Moroccan government’s commitment to providing
solid and reliable support and partnership for the BIE and for Expo Tanger 2012.
Mr. Mohamed Hassad, president of the Association Tanger 2012, ended the presentation by insisting on the importance of giving
developing countries the opportunity to organize events as significant as international exhibitions. « Our greatest hope is that the
2012 International Exhibition will put an end to the tendency for certain countries to monopolize the organization of major
events, since this monopoly can only have negative consequences for the world’s balanced and sustainable development. »

Q1 : What were the reasons which led you to
agree to be a founding member of the
International Support Committee for Expo
Tanger 2012?
Mr. Boutros Boutros Ghali : First, because Morocco is a
country close to my heart, an Arab country like Egypt. Second,
because Africa has never had the honour of hosting an
international exhibition.
And finally, because Tangier is
washed by the Mediterranean, the sea where the world’s most
ancient civilizations met and mingled.
The « Routes of the World », which are at the centre of Tanger
2012’s theme, trace upon the map of the world the
movements of men, women and ideas and make possible
encounters and dialogues which can contribute to the
humanization and the democratization of globalization.
In choosing Tangier, the BIE will be making a historic decision.
This will be the first exhibition on the continent of Africa, a
continent which is facing enormous challenges but which has
vast potential, and which is seeking to play a more prominent
role on the international scene.
Q2: You have known Morocco for a long time. What does the
city of Tangier represent for you?

Mr. Boutros Boutros Ghali : I got to know Morocco while it
was fighting for its independence in the fifties, when I was a
student in Paris, working with the Maghreb office at the Arab
League. I have continued to follow the country’s development
all through my own career, first as a university professor, later
as foreign minister, then Secretary General of the United
Nations, and finally as Secretary General of the OIF (the
International Organization of Francophonie).
I have followed with interest the various transformations
Tangier has undergone, and I hope to see it again in 2012 as
the venue for the first International Exhibition to be held in an
African or Arab country.
Q3 : What are your feelings about the theme « Routes of the
world, cultures connecting. For a more united world » ?
Mr. Boutros Boutros Ghali : We are living in a period of
mutation: we are witnessing the end of the era of states and the
dawn of a transnational era. We must prepare public opinion to
understand this mutation and take steps to be ready for it.
The theme chosen for Expo Tanger 2012 will help the public to
gain a better understanding of globalization. In short, it is a
theme which reflects the mutations which will profoundly
transform society and the lives of men and women at the
dawn of this third millennium.

MOROCCO PUTS UP A CONVINCING SHOW IN PARIS
On 19 June 2007, the Minister of Tourism and the Moroccan
Embassy in France hosted an official reception in honour of the BIE
delegates in the beautiful setting of the Pavillon Gabriel in Paris.

During the evening, Mr. Wu Jianmin, president of the BIE,
remarked upon the tremendous impression made upon him by
the « exceptional enthusiasm displayed for Tangier’s bid to host
the 2012 International Exhibition ». Mr. Wu Jianmin had been able
to see for himself the extent of this enthusiasm when he visited
Tangier a month earlier.
« Tangier is a wonderful city and I wish it the best of luck in its bid
to host this important international event », he added.
As for Mr. Gonzalez Loscertales, Secretary General of the BIE, he
expressed his view in a charming turn of phrase : «The routes of
Morocco lead us to the most diverse places, all of them imbued
with friendship, hospitality, joy and culture.»

He also expressed his satisfaction at the fact that the BIE was
«enriched by three excellent candidatures for Expo 2012». Finally,
he declared that Tangier’s candidature was «supported by great
historical experience, an unrivalled cultural heritage and a strategic
location making it a crossroads between Europe and Africa».
This official reception gave all those present a foretaste of the
Moroccan hospitality which will characterize Expo Tanger 2012.
Musical interludes and a fashion show displaying traditional
Moroccan outfits gave the guests an idea about the diversity of
Moroccan culture. This memorable event was attended by many
distinguished figures, both French and Moroccan, from the world
of politics, the arts and sport.

adapt the exhibition space to suit their particular requirements.
Morocco’s modest production factor costs mean that the total cost of participation is estimated at only 330$ per
m². This sum covers not only the fitting out and dismantling of the pavilions but also running costs and
accommodation for the expatriates in the team.
As the first ever international exhibition to be held in Africa, Expo Tanger 2012 seeks to take the initiative and
provide concrete aid for developing countries wishing to participate in the exhibition, in particular by bearing all
their participation expenses. This will ensure the presence of a varied and balanced range of participants
representing all the world’s regions.

THE OIF SUPPORTS TANGER 2012.

The International Organization of Francophonie (OIF)
expressed its support for Tangier’s candidature for the hosting
of the 2012 International Exhibition at the 64th session of the
Permanent Council of Francophonie (CPF).
The personal representative of the Moroccan Prime Minister at
the CPF presented Tangier’s candidature during this session,
reminding those present that the whole of Morocco is
mobilized in support of Expo Tanger 2012 and determined to
revive « the pioneering spirit which has characterized the great
International Exhibitions that have marked the history of
humankind ».
The International Organization of Francophonie’s rallying in
favour of Tanger 2012 comes after many other international
expressions of support for Tangier’s bid.

Just a few weeks after its inauguration, the new port of
Tanger-Med is already beginning to attract significant foreign investments.

Thus, on September 1 2007, Tanger-Med saw the signature, in
the presence of His Majesty King Mohammed VI, of a
preliminary agreement between the Kingdom of Morocco and
the Renault-Nissan Group to build a factory capable of an
annual output of 400,000 vehicles.
90% of the vehicles produced by this factory will be exported
worldwide, using the infrastructures of the Tanger-Med Port.
The future factory will be linked by rail and road to the new port.
The Renault-Nissan Group will invest around 1 billion euros in
this project, and is seeking to make the factory the most
competitive in the world.
The plant will create more than 6000 direct jobs, together with
around 30,000 indirect jobs among the various parts suppliers.
The Renault-Nissan factory in Tangier will be one of the largest
in the Mediterranean area, and will contribute greatly to the
city’s industrial development.
THE BIE COMMUNITY IS
EXPANDING
The list of countries that are members of the International
Exhibitions Bureau has been extended by the addition of four
new member countries : Ecuador, Pakistan, Syria and Kuwait.
Expo Tanger 2012 welcomes these new members, whose
presence within the BIE will strengthen the universal vocation
of the organization and its ideals.

Tanger Zone franche - Tangier free zone

Le Roi Mohammed VI a procédé, vendredi, au lancement de travaux visant à doter la zone franche de Tanger d’une troisième tranche de développement.
Le Roi Mohammed VI a donné, vendredi, le coup d'envoi des travaux de réalisation de la troisième tranche de développement de la zone franche de Tanger pour un investissement de 430 millions de dirhams (MDH).

Le programme d'investissement, au titre de la troisième tranche, porte sur l'aménagement et la viabilisation d'une zone réservée aux équipements automobiles (80 ha) pour un montant de 110 MDH, la construction de 50 00 m2 de bâtiments industriels prêts à l'emploi (250 MDH) et la réalisation d'un quartier des instituts de formation et d'une zone tertiaire (30.000 m2) constituée d'espaces communs destinés aux entreprises de la zone (restaurant d'entreprise, salle de conférence...), pour un montant global de 70 MDH.

La zone franche de Tanger compte, 10 ans après son ouverture, près de 400 entreprises générant plus de 40 00 emplois et près de cinq milliards de dirhams d'investissement privés.
Elle fait partie intégrante du grand projet Tanger-Med, qui comprend la réalisation du plus grand port sur la rive sud de la Méditerranée, destiné à devenir un grand centre de transit commercial entre l'Europe et l'Afrique, avec un support autoroutier et ferroviaire marocain, qui reliera à court terme Tanger et Agadir.C'est aussi un espace d'accueil des investisseurs caractérisé par un guichet unique qui présente des facilités douanières et fiscales attrayantes et des procédures administratives simplifiées et avantageuses.

Gérée par la société Tanger Free Zone (TFZ) qui fait partie du groupe TMSA (Agence Spéciale Tanger méditerranée), la zone franche de la ville du Détroit est composée d'une zone industrielle sous douane et d'une zone logistique.

La zone franche de Tanger a déjà accueilli plusieurs groupes internationaux opérant dans divers secteurs d'activités industrielles, c'est le cas notamment de Yazaki spécialisé dans le câblage automobile, Wolkswagen spécialisé dans le câblage électrique, COFICAB spécialisé dans le câblage automobile et Polydesign spécialisé dans les produits textiles pour automobile.

Le nombre de dossiers examinés revenu au niveau de 2004· Montant total des investissements : 4 milliards de DHL’euphorie immobilière qu’a connue Tanger ces dernières années touche-t-elle à sa fin ? Peut-être oui, peut-être non. En tout cas, les prémices d’une décélération sont là.

Selon l’Agence urbaine de Tanger, c’est une nette régression que l’on constate sur la période s’étalant entre octobre 2008 et septembre 2009 et ce «tant au niveau des investissements qu’au niveau des projets examinés». Sur cette même période, le nombre de dossiers examinés a été de 4.312, soit largement moins qu’en 2004 à titre d’exemple.

Pour la seule année 2008, dont l’exercice a été bouclé, le nombre de dossiers examinés a été de 5.800. La différence est d’autant plus notable au niveau des montants d’investissement. En effet, durant les neuf premiers mois de 2009, le montant total des dossiers a été de 4 milliards de DH. Pour la même période de 2008, ce montant a été de 7 milliards de DH.
En 2007, année faste, il a été trois fois supérieur, atteignant les 20 milliards de DH. De même, il est noté une diminution de 40% du montant total des investissements des grands projets touristiques durant les neuf premiers mois de 2009.

Au niveau de la production, cette dernière a été elle aussi représentative. Sur la période octobre 2008-septembre 2009, le nombre d’unités de logement à produire a été d’un peu moins de 20.000.

Un chiffre qui correspond à moins de la moitié de celles prévues en 2007 où ce chiffre avait atteint les 42.501. Si l’effet de la crise est bien présent, l’Agence urbaine de Tanger avance aussi l’argument du caractère exceptionnel des années précédentes, 2007 en particulier.

«Les indices positifs enregistrés auparavant en termes de croissance urbaine sont dus essentiellement aux effets conjoncturels favorables» de divers événements tels la candidature de Tanger à l’Expo 2012 ou encore l’effet TangerMed, note l’Agence dans son rapport moral 2009.


C’est le cas aussi des grands projets touristiques de la côte atlantique, dont l’essentiel a été annoncé en 2007, ce qui se laisse sentir au niveau des chiffres. En attendant l’annonce des résultats globaux pour 2009, les acteurs du secteur espèrent vivement une reprise de l’activité lors de cette année qui démarre. Le secteur commence à s’essouffler d’une longue traversée du désert qui dure depuis la mi-2008.

Longtemps embryonnaire, l'industrie est devenue l'une des priorités du gouvernement. Beaucoup reste à faire mais les entreprises marocaines ou étrangères suivent.

Il n'y a pas qu'en France que l'on organise des états généraux de l'industrie ! Le 7 avril, dans la bouillonnante Casablanca, le gratin des affaires, de la finance et de la politique se pressait aux Assises de l'industrie, premier bilan d'étape du plan gouvernemental Emergence 2009-2015.

Celui-ci promet 220 000 emplois nouveaux dans l'industrie (500 000 aujourd'hui). Même, Mohammed VI était là, sous l'immense tente dressée sous le soleil à deux pas de la cathédrale de « Casa ». Si le souverain n'a pipé mot, il a assisté pendant plus d'une heure à la rencontre rassemblant un millier de participants. Un « symbole fort », selon la presse, qui a aussi noté la liberté de ton inhabituelle sur les faiblesses du pays.

De fait, l'enjeu est de taille. Car l'économie du royaume chérifien est à un tournant. Ce pays de 31 millions d'habitants et 87 milliards de dollars de PIB vient, en pleine crise, de connaître deux ans de forte croissance (6,5 % en 2008 et 5 % en 2009) et le FMI prévoit encore 3,2 % cette année. Il y a aussi la modernisation des infrastructures : aéroports, autoroutes, port Tanger Med ou futur train Alstom à grande vitesse Casablanca-Tanger.
L'industrie, longtemps embryonnaire, est donc devenue l'une des priorités du gouvernement et de son bouillant ministre Ahmed Reda Chami, 45 ans, ancien de Microsoft passé par Centrale Paris et l'Ucla (lire son interview sur usinenouvelle.com).

Le résultat d'une réflexion, audit de McKinsey à l'appui, sur la place du Maroc dans le monde qui a débouché sur ce « pacte pour l'émergence industrielle » ciblant six métiers mondiaux (automobile, aéronautique, alimentaire, textile, électronique, offshoring).

Formation, qualité, management... L'essentiel reste à faire dans ce pays dépourvu jusque-là de culture industrielle au contraire de ses concurrents d'Europe centrale et où les vieux réseaux dominent encore.
Il y a aussi tous les autres défis: pauvreté rurale, analphabétisme, inégalités ou chômage (personne ne croit ici au 10 % officiel).

Sans compter que la croissance doit encore beaucoup à la providence : depuis deux ans, les pluies abondantes ont dopé l'agriculture, composante clé du PIB.

Mais, si les brochures en papier glacé, les 111 mesures du plan Emergence et les discours peuvent prêter à l'ironie, force est de constater qu'un mouvement est en marche, la détermination politique est évidente. Le but : attirer les investissements étrangers pour faire monter en gamme l'industrie. Le gouvernement prévoit ainsi la mise en place de 22 plates-formes industrielles, veut ouvrir plus encore l'économie ou moderniser le droit.

Les opérateurs - marocains ou étrangers - semblent séduits. La zone Casanearshore accueille déjà 7 500 personnes dans l'outsourcing, ils seront 15 000 en 2011, et Dell vient d'y installer 1 750 salariés. L'Aéropole de Nouasseur regroupe une quarantaine d'entreprises, dont Safran. Il y a aussi le projet majeur de Renault-Nissan à Tanger (30 000 emplois promis à terme) où les équipementiers se pressent pour trouver des sous-traitants ou choisir leur terrain. Lear vient, lui, d'annoncer son implantation rejoignant les sociétés de câblage qui désertent l'Europe de l'Est trop chère. « Le Maroc peut devenir à l'Europe ce que le Mexique est pour les Etats-Unis, une base industrielle proche à coût raisonnable », promet Ahmed Reda Chami. Bien des Marocains aimeraient le croire. Et nous ?

Tanger Med, un port de dernière génération

Entré en service en juillet 2007, le port Tanger Med répond à la volonté du Royaume du Maroc d’ériger sur la rive sud du Détroit de Gibraltar une plateforme portuaire, industrielle et logistique de premier plan, intégrée au réseau d’échanges mondiaux. D’une capacité de 3 millions de conteneurs, qui sera porté à 8 millions à l’horizon 2016, le port Tanger Med, conçu pour recevoir les dernières générations des navires porte conteneurs, est à la fois une plateforme destinée à l’activité mondiale de transbordement et une porte d’entrée sur le Maroc permettant d’accueillir les trafics liés aux activités d’import-export.

Bénéficiant d’une situation géographique exceptionnelle, au coeur du Détroit de Gibraltar, le port Tanger Med garantit un accès direct aux grandes lignes maritimes Est/Ouest avec « zero déviation » pour les navires. Son emplacement au point de rencontre entre Méditerranée et Atlantique lui confère en outre l’avantage de pouvoir capter les lignes Nord-Sud desservant l’Afrique et l’Amérique du Sud.
Le port Tanger Med, où opèrent les leaders mondiaux des métiers portuaires, vient ainsi renforcer l’offre en infrastructure portuaire moderne et compétitive du Détroit de Gibraltar qui brasse 20% du transport maritime mondial de conteneurs.

Tanger Med 2, pour un port leader en Méditerranée et AtlantiqueAvec près d’un million de conteneurs manipulés dès sa première année pleine d’exploitation, en 2008, le port Tanger Med est venu confirmer la position stratégique et optimale du Détroit de Gibraltar sur le marché du trafic maritime conteneurisé. Le lancement des travaux de construction de Tanger Med 2, en juin 2009, grande extension du complexe Tanger Med permettra ainsi de consolider sur le long terme le potentiel du Détroit et d’en faire un centre névralgique dans la carte mondiale du transport maritime de conteneurs. Tanger Med 2, avec une capacité de 5,2 millions de conteneurs s’ajoutant au 3 millions de conteneurs de Tanger Med 1, permettra par ailleurs d’ériger le complexe portuaire en un port leader en Méditerranée et Atlantique.

Port Tanger Med, un investissement global de 3 milliards d'euros

Le complexe portuaire Tanger Med, dont le développement s’étalera jusqu’à l’horizon 2015-2016, correspond à un investissement global de l'ordre de 35 milliards de dirhams (3 milliards d’euros) comprenant les ports Tanger Med 1 et Tanger Med 2, l’infrastructure, les superstructures et les équipements de l’ensemble des terminaux. Cet investissement aura été réalisé dans le cadre d’un schéma de partenariat rapproché entre secteurs publics et privés. L’investissement des opérateurs privés des terminaux et activités portuaires devra avoisiner in fine près de la moitié de l’investissement global.
En 2009, sur la seule enceinte Tanger Med 1, l'investissement portuaire privé global réalisé s'élevait à 450 millions d'euros pour un montant global dl'investissement public de près de 500 millions d'euros.

Une ambitieuse politique de développement des infrastructures d’appui Dès la conception du complexe portuaire Tanger Med, les enjeux de développement territorial ont été placés au premier rang des préoccupations : ils ont ainsi fait l’objet d’une politique ambitieuse et résolue de l’Etat marocain qui a investi plus de 20 milliards de dirhams dans les infrastructures d’appui permettant de connecter le port à son hinterland.
Ainsi dès 2003, l'Etat a accordé une attention particulière à la réalisation d'axes routiers et autoroutiers permettant d'une part, la structuration du triangle Tanger Med-Tanger-Tétouan et d'autre part l'intégration effective du port avec le reste des réseaux routiers et ferroviaires nationaux.

En mars 2008, l'entrée en service de l'autouroute Tanger-Tanger Med, d'une longueur de 54 km, a laquelle a été allouée une enveloppe de 4 milliards de dirhams, a ainsi permis de renforcer la compétititivité terrestre du port Tanger Med. En juin 2009, a été ouverte la ligne ferroviaire d'une longueur de 48 km reliant le port Tanger Med au réseau ferroviaire national dont le montant d'investissement correspond à 3,5 milliards de dirhams.
Les principales activités portuaires du complexe Tanger Med sont octroyées à des opérateurs de renommée mondiale qui, dans le cadre de contrats de concession, investissent dans les superstructures et les équipements du port et fournissent des services de qualité répondant aux normes internationales de sécurité et de sûreté à des coûts compétitifs.

APM TERMINALS TANGIER

Le premier terminal à conteneurs (TC1) est opéré, dans le cadre d’une concession de 30 ans octroyée en 2005, à APM Terminals Tangier, filiale d’APM Terminals, l’un des leaders mondiaux dans la gestion de terminaux à conteneurs, en partenariat avec le groupe Akwa, leader dans la distribution des produits pétroliers et de gaz au Maroc.

EUROGATE TANGER

Entré en service en juillet 2008, le second terminal à conteneurs est opéré dans le cadre d’une concession de 30 ans octroyée en 2005 à Eurogate Tanger, consortium incluant Eurogate-Contship, premier opérateur portuaire européen, associé aux compagnies maritimes MSC et CMA-CGM, respectivement 2ème et 3ème transporteur mondial de conteneurs. D’ici la fin de la concession, l’investissement du concessionnaire pour le TC2 est de 17,6 milliards de dirhams (336,8 millions d’euros).

HORIZON TANGIERS TERMINAL SA

Le terminal hydrocarbures est opéré dans le cadre d’une concession octroyée en 2006 par Horizon Tangiers Terminal SA (HTTSA), consortium piloté par Horizon Terminal, filiale de Emirates National Oil Company, acteur majeur dans la gestion de terminaux pétroliers indépendants et l'exploitation d'installations de stockage de produits pétroliers et chimiques, en association avec la société koweitienne IPG et le groupe Akwa (Maroc).

BOLUDA TANGER MED
Premier opérateur de service portuaire en Espagne, le goupe Boluda assure dans le cadre d’une concession le remorquage. En 2008, la flotte de Boluda Tanger Med était déjà totalement constituée et comprenait 4 remorqueurs de 5 000 CV et 3 pilotines, correspondant à un investissement global de la part du concessionnaire d'environ 253 millions de dirhams (22 millions d'euros).

TANGER MED UTILITIES

Août 2008 a vu la création de la société anonyme Tanger Med Utilities, groupement constitué par l’ONE, l’ONEP et le groupe Pizzorno, pionnier de la gestion des déchets ménagers et industriels en France. Le consortium avait été sélectionné en juillet 2007 à l’issue de l’appel d’offre lancé un an plus tôt pour la concession des services de distribution d'eau et d'électricité, d'assainissement liquide et solide, d'éclairage public, d'hygiène et de propreté du complexe Tanger-Med.

RENAULT TANGER MÉDITERRANÉE

Dans le cadre du projet de réalisation de l'usine Renault à Melloussa, d’une capacité de 400 000 véhicules par an, l’autorité portuaire de Tanger Med a octroyé à Renault Tanger Méditerranée une concession au niveau du terminal à véhicules portant sur une superficie de 13 hectares et sur un accès prioritaire aux deux quais qui seront réservés à cette activité. Le contrat de concession a été signé le 18 janvier 2008.

Terminaux à conteneurs :

D’une capacité totale de 3 millions d’EVP, les deux terminaux à conteneurs du port Tanger Med, dotés d’un linéaire de quai de 1600 mètres avec des tirants d’eau de -16 et –18 m, couvrant une superficie totale de 80 hectares, comptent parmi les plus grandes installations en Méditerranée. Ces terminaux, pouvant recevoir et traiter simultanément jusqu’à quatre navires super-post-panamax, sont équipés de 50 portiques à roue (RTG) et 16 portiques à quai. D’une hauteur de plus de 80 mètres, les portiques à quai, d’une capacité de levage de plus de 50 tonnes, ont une productivité moyenne de 25 à 30 mouvements par heure.
A l’horizon 2015, avec la construction du port Tanger Med 2, la capacité totale de transbordement sera portée à 8 millions de conteneurs.

Port passager et roulier :

Equipé de neuf postes à quai, le port passager et roulier, qui entrera en service en 2010, est conçu pour traiter jusqu’à 700 000 camions et 7 millions de passagers. Avec la gare ferroviaire située dans l’enceinte du complexe portuaire et le parc réservé aux camions TIR d’une superficie de 25 hectares, le port permet d’assurer le traitement du trafic passager et fret dans les meilleures conditions de fluidité, de confort et de sécurité.

Terminal à Véhicules:

D’une capacité permettant le traitement d’un million de véhicules par an, ce terminal, d’une superficie de 20 hectares et doté de deux postes à quai pouvant accueillir deux navires car carrier d’une longueur de 240 mètres, est destiné aux activités d’importation, d’exportation et de transbordement de véhicules neufs. Son entrée en service est prévu pour l’année 2010.

Terminal Hydrocarbures :

Le terminal, dédié à la manutention et au stockage des produits raffinés, servira deux activités principales : le soutage des navires transitant par le Détroit de Gibraltar et l’importation, le cabotage ou le transbordement des produits raffinés. Avec une capacité de stockage de 512 000 mètres cube, ce terminal pourra atteindre un trafic annuel de 5 millions de tonnes. Les activités de soutage démarreront en 2009.

Terminal Vrac et Divers :

Le terminal vrac et divers servira au traitement des trafics d’import et d’export de marchandises diverses principalement liés aux entreprises industrielles installées à l’arrière du port et sera équipé pour recevoir le trafic de céréales. Le démarrage de son exploitation est programmé pour 2
